when you have it connected, connect for a moment RST to GND so that it resets and can see the start.

I don't know what you have in the flash but it's definitely NOT one of the last 10 that I've sent !!!!!

Check what and how you upload it !!!!!

if you access wifi config you should see this

It seems we have some problem with SPIFFS(FS).
Please try the following:
enter into wificonfig
click on Info.
click on Erase WiFi Config.
The module restarts.
Enter Wificonfig
Complete with your data.
Check if the data changes on the serial terminal (PuTTY).

finally find the bug!
If in wificonfig you do not set the correct data (SSID, Pass) or at the time of the configuration the Ap is not operational will do exactly what you describe.
conclusion.
When configuring WiFiConfig, the Ap must be operational and the data must be correct otherwise it does not save the data and the resulting effect is that of continuous restarts.

updated
correction to always save wifi config data.

Zrobiłem wszystko co napisałeś ale niestety jest tak samo. Chyba muszę zrezygnować z tego urządzenia.
