I've tried reinstalling the app but that didn't work either.
The only way to fix it is to turn the power on and off and hope it reconnects.

From your description it looks like there are problems with connecting to the Wi-Fi network. It's either a problem with Wi-Fi signal strength, or with your Wi-Fi Access Point capability to handle more devices.
Please switch Radiator to "pairing mode" (hold down button until device turns off, then release the button and hold it again for ~5s - middle dot on a radiator's screen should start flashing ~0.3s/0.3s). Then connect your phone to Wi-Fi HEATPOL-.... then open browser and go to http://192.168.4.1 - please take a screenshot and share it here.
When you'll be on a above page, please select "firmware update" and set "yes". Then save and reset the device. Middle dot should be flashing slowly when it tries to connect to the Wi-Fi. If it succeed, then it will try to update it's firmware and dot will flash very quickly.
Then it will restart itself and try to connect again.
Please follow those instruction carefully and provide all the details of what you did and what you observed. Feel free to record video of what you see on radiator's front panel.

I can't enter pairing mode.
When the radiator is switched on I hold the 'down' button for 5 seconds and the display reads 'b1'.
If I continue to hold it down the unit switches off.
Once the unit has switched off, holding the 'down' button does nothing; no flashing lights. The unit only responds to the remote control once it's off - the buttons on the radiator itself become unresponsive.
Also, there's no WiFi network that starts with 'Heatpol'.
Is there a way to restore the unit to factory settings? Why can I not enter pairing mode?

b1 is for "boost mode 1h" - if remembered correctly, it should happen when you hold + button, not -.
Cloud you please record a short video where you hold - button and try to turn it off and then again the same for config mode?

Sometimes the instructions are unclear. In a video, I can see exactly what you’re doing and what result you get.
Otherwise, if your description is fully accurate, the only option is to send it back to the manufacturer or seller.
